PRO LEAGUE GENERAL RULES

1. CPTL EXECUTIVE COMMITTEE: (LEAGUE BOARD) – THE EXECUTIVE COMMITTEE CONSISTS OF 4 LEAGUE MEMBERS. THE BOARD IS RESPONSIBLE FOR ESTABLISHING AND MAINTAINING THE GENERAL OPERATIONS OF CPTL. EACH BOARD MEMBER SHALL HAVE ONE VOTE TOWARDS THE ORIGINATION AND RESOLUTION OF LEAGUE-RELATED OPERATIONS, RULES AND CONFLICTS. THE 2009 LEAGUE BOARD MEMBERS ARE:

2. LEAGUE FOMAT: THE LEAGUE SHALL BE FORMED OF FIVE (5) TEAMS, EACH CONSISTING OF TWELVE (12) ACTIVE PLAYERS. THE SEASON SHALL CONSIST OF EIGHT (8) REGULAR SEASON MATCHES AND TWO (2) BYE WEEKS FOR EACH TEAM PLAYED OVER TEN (10) WEEKS. ONE CHAMPIONSHIP MATCH BETWEEN THE OVERALL FIRST AND SECOND PLACE FINISHERS DURING THE REGULAR SEASON. EACH MATCH WILL CONSIST OF TWO (2 ) SINGLES POSITIONS AND THREE (3) DOUBLES POSITIONS. IF A PLAYER IS NOT DRAFTED CPTL WILL RETURN HIS APPLICATION FEE.

3. ELIGIBILITY: ANY MALE PLAYER WITH A 5.0 USTA RANKING OR HIGHER IS
ELIGIBLE FOR THE LEAGUE DRAFT. ALL PLAYERS MUST COMPLETE THE
LEAGUE APPLICATION AND SUBMIT IT TO THE LEAGUE OFFICE ALONG WITH
A CHECK FOR $150.00 PAYABLE TO:
CPTL (CHARLESTON PRO TENNIS LEAGUE) By Wednesday, Aug. 5, 2009.
ALL PLAYERS MUST SUBMIT BACKGROUND INFORMATION TO CPTL FOR
DRAFT PURPOSES. (See Application). ANY APPLICATIONS RECEIVED BY CPTL WITHOUT A CHECK OR SIGNATURE WILL NOT BE ACCEPTED.
ACTIVE HIGH SCHOOL AND COLLEGIATE PLAYERS ARE NOT ELIGIBLE FOR THE DRAFT.

4. TEAM CAPTAINS: PRIOR TO APPLICATIONS BEING RECEIVED, THE EXECUTIVE COMMITTEE WILL MEET TO DETERMINE THE FIVE (5) TEAM CAPTIANS FOR THE YEAR. THE CAPTAINS WILL BE RESPONSIBLE FOR DRAFTING THE REMAINDER OF THEIR TEAM. THE TEAM CAPTAINS WILL BE NAMED PRIOR TO THE DRAFT EVENT AND WILL BE SEEDED IN THEIR RESPECTIVE LINE-UPS APPROPRIATELY ONE WEEK AFTER THE DRAFT. (See “Re-Seed Rule”).
Team captains will determine player line-up and participation for all players. There is no guarantee by CPTL that drafted players will play in any or all events.

5. LEAGUE DRAFT: THE OFFICAL CPTL DRAFT PARTY WILL BE HELD ON
Monday August 10, 2009, 6:30 PM Home Team BBQ, Sullivans Island.
IN ORDER TO PREPARE FOR THE DRAFT ALL TEAM CAPTAINS WILL RECEIVE A COMPLETE LIST OF ELIGIBLE PLAYERS AT LEAST ONE DAY IN ADVANCE OF THE DRAFT. A LOTTERY WILL BE HELD ON DRAFT NIGHT TO DETERMINE THE ORDER OF SELECTION. ONCE CHOSEN, DRAFTED PLAYERS IN ATTENDANCE ARE PERMITTED TO SIT WITH THEIR TEAM CAPTAIN TO ASSIST THEM IN MAKING THEIR REMAINING CHOICES.

Re-Seed Rule: Since team captains may play at different levels on a team, the executive committee will re-seed all players on each team one week after the draft meeting. Each player must play at the seeded level assigned to him for that team. The CPTL executive committee has ultimate ruling over the seeding of all team members, including captains.

6. TRADING: NO TRADING WILL BE PERMITTED ONCE THE TEAMS AND PLAYERS HAVE BEEN SELECTED. CPTL RESERVES THE RIGHT TO PLACE ALTERNATE PLAYERS ON EACH TEAM TO HELP FILL IN AT THE DISCRETION OF THE TEAM CAPTAIN. TEAM ALTERNATES DO NOT HAVE TO BE PLAYED DURING THE SEASON. NEW PLAYERS TO THE AREA AND THOSE MISSING THE DEADLINE MAY NOT BE ADDED TO THE LEAGUE. THOSE PLAYERS MUST WAIT UNTIL THE NEXT SEASON TO APPLY. (CPTL MAY UTILIZE THE LATE APPLICANTS AS ALTERNATE PLAYERS IF NECESSARY). ALL CURRENT JUNIOR AND COLLEGIATE TENNIS PLAYERS ARE INELIGIBLE.

7. MATCH FORMAT & RULES: ALL MATCHES WILL BE PLAYED ON FRIDAY NIGHTS BEGINNING AT 6:30 PM. EACH EVENT WILL CONSIST OF TWO (2) SINGLES AND THREE (3) DOUBLES MATCHES PER TEAM. EACH MATCH WILL BE BEST TWO OUT OF THREE SETS, REGULAR SCORING, WITH A SUPER TIE-BREAKER TO DECIDE THE THIRD SET. THE WINNER OF THE SUPER TIE-BREAKER WILL BE THE FIRST TEAM TO TEN (10) POINTS WINNING BY TWO. THE TEAM STARTING THE SUPER TIEBREAKER CAN CHOSE WHO WILL SERVE FIRST. THE RECEIVING TEAM MAY ALSO CHANGE SIDES AS WELL. (Same as starting a new set). THE TEAM CAPTAINS MUST SUBMIT THEIR LINEUPS SIMULTANEOUSLY AT 6:20 PM.

IN ORDER TO ELIMINATE POTENTIAL “STACKING”* PLAYERS WILL BE ASSIGNED A POINT VALUE DETERMINED BY THE TEAM SEEDING.
EIGHT PLAYERS PER TEAM PLAY IN EACH MATCH. THE EIGHT ARE RANKED 1-8 FOR EACH MATCH. Ex. A team’s numbers 2 and 3 ranked players are not available for a particular match; the number 4 ranked player is now number 2 for this match.
THE TOTAL POINTS FOR THE #1 DOUBLES TEAM MUST BE EQUAL TO OR BE LESS THAN THE #2 DOUBLES TEAM AND THE #2 DOUBLES TEAM MUST BE EQUAL TO OR BE LESS THAN THE #3 DOUBLES TEAM.
#1 RANKED PLAYER CANNOT PLAY # 3 DOUBLES
#8 RANKED PLAYER CANNOT PLAY #1 DOUBLES

1-SINGLES IS PLAYED BY PLAYERS RANKED 1-4
2-SINGLES PLAYER MUST BE RANKED BELOW 1 SINGLES PLAYER

*These lineup rules are meant to keep a team from stacking, while not inhibiting captains unnecessarily in choosing lineups. The Executive Committee reserves the right to evaluate and consider changing these rules as needed.

8. PLAYER ELIGIGIBILITY & COACHING: A TEAM MEMBER MUST PLAY IN ONE (1) MATCH DURING THE REGULAR SEASON TO BE ELIGIBILE FOR THE CHAMPIONSHIP AND TO RECEIVE PLAYOFF PRIZE MONEY. THERE WILL BE NO LINESMAN OR UMPIRES FOR REGULAR SEASON MATCHES. COACHING BY TEAM MEMBERS DURING THE MATCH WILL BE ALLOWED BY TEAM TEMBERS ON CHANGE OVERS & AFTER FIRST AND SECOND SETS.

9. PLAYER CONDUCT: THE EXECUTIVE COMMITTEE RESERVES THE RIGHT TO SUSPEND AND/OR FINE PLAYERS. WHETHER PARTICIPATING OR SPECTATING,
A CPTL MEMBER EXHIBITING UNSPORTSMANLIKE BEHAVIOR WILL BE FINED WITH FUNDS BEING DEDUCTED FROM PLAYER PRIZE MONEY AT THE CONCLUSION OF THE SEASON. REPEATED EVENTS OF CONDUCT VIOLATIONS WILL RESULT IN SUSPENSION FROM THE LEAGUE WITH FORFIETURE OF ANY PRIZE MONEY AND REGISTRATION FEE.

10. DEFAULT POLICY: A TEN (10) MINUTE DEFAULT RULE WILL BE IN EFFECT FOR ALL MATCHES. A PLAYER ARRIVING AFTER 10 MINUTES OF START TIME MUST BE REPLACED OR THE DOUBLES TEAM WILL BE DEFAULTED. (THE TEAM CAPTAIN MAY SUBSTITUTE ANOTHER TEAM MEMBER IN HIS PLACE). ONCE A MATCH HAS STARTED, NO FURTHER SUBSTITUTIONS WILL BE ALLOWED. THE SEEDING POINT SYSTEM STILL APPLIES FOR SUBSTITUTIONS.

11. LEAGUE STANDINGS: EACH MATCH WON WILL RESULT IN ONE POINT FOR THEIR TEAM. THE TWO TEAMS ACCUMULATING THE MOST POINTS DURING THE REGULAR SEASON WILL ADVANCE TO THE PLAYOFFS. IN THE EVENT OF A TIE, HEAD TO HEAD RESULTS WILL BE MEASURED; THE FIRST TIEBRAKER AFTER HEAH TO HEAD IS SETS LOST IN HEAD TO HEAD COMPETITION AND THEN SETS LOST THROUGHOUT THE SEASON.

12. PLAYOFF FORMAT: THE TOP TWO (2) TEAMS DURING THE REGULAR SEASON WILL ADVANCE TO THE CHAMPIONSHIP MATCH. A CHAMPIONSHIP MATCH WILL BE PLAYED BETWEEN THE 1ST AND 2ND PLACE TEAMS TO DETERMINE THE CPTL CHAMPIONSHIP. (Final event).

13. TEAM UNIFORMS: DURING MATCH EVENTS ALL PLAYERS MUST PLAY IN THE TEAM UNIFORM AGREED UPON AT THE BEGINNING OF THE SEASON. FAILURE TO WEAR THE TEAM UNIFORM WILL RESULT IN A FINE OF $25.00 PER INFRACTION.

14. INCLEMENT WEATHER: IN THE EVENT OF RAIN, COMPLETED INDIVIDUAL MATCHES WILL STAND AS PLAYED. INCOMPLETE MATCHES MUST BE RESUMED BY THE SAME PLAYERS AS THEY STOOD WHEN PLAY WAS HALTED. RAINED- OUT OR INCOMPLETE MATCHES WILL BE PLAYED TO COMPLETION ON THE SUNDAY AT 4:00 P.M. FOLLOWING THE FRIDAY EVENT. IF THE FOLLOWING SUNDAY IS ALSO RAINED OUT, THE MATCH WILL BE MADE UP AT THE END OF THE SEASON, PRIOR TO PLAYOFFS. ONCE TEAMS AGREE ON THE RESCHEDULED DATE AND TIME, THEY ARE COMMITTED TO PLAY AT THAT TIME. IF ONE TEAM IS UNABLE TO PLAY AT THE RESCHEDULED TIME, A DEFAULT WILL BE ISSUSED TO THAT TEAM.

15. PRIZE MONEY DISTRIBUTION:
PRIZE DISTRIBUTION WILL BE AS FOLLOWS:
INDIVIDUAL MATCH PRIZE MONEY.
$100.00 PER DOUBLES TEAM FOR REGULAR SEASON MATCH WIN ($50 PER PLAYER). $50.00 PER SINGLES PLAYER FOR REGULAR SEASON MATCH WIN.
PLAYOFF PRIZE MONEY DISTRIBUTION: (In addition to regular season prize money)
65% OF PLAYOFF PRIZE MONEY – 1ST PLACE TEAM
35% OF PLAYOFF PRIZE MONEY – 2ND PLACE TEAM
NOTE THAT PLAYOFF PRIZE MONEY TOTAL WILL BE DETERMINED DURING THE SEASON. (DETERMINED BY SPONSOR FUNDING MINUS CPTL OPERATING COSTS).
ALL PRIZE MONEY WILL BE DISTRIBUTED AT THE SEASON’S END. PLAYER PRIZE MONEY WILL BE CALCULATED WITH A FORMULA BASED ON NUMBER OF EVENTS PLAYED AND BY A PLAYER’S WIN RECORD. ALL TEAM CAPTAINS WILL BE PAID BASED ON A 100% WIN RECORD. ALL PLAYER FINES WILL BE DEDUCTED FROM PLAYER WINNINGS AT SEASON’S END. AMATEURPLAYERS WISHING TO MAINTAIN THEIR AMATEUR STATUS CAN CHOSE TO NOT RECEIVE PRIZE MONEY.

16 FAN PARTICIPATION: THE PRIMARY PURPOSE FOR CPTL IS TO PROMOTE
LOCAL TENNIS AND TO PROVIDE ENTERTAINEMT TO OUR FANS. IT IS OUR GOAL TO ALLOW FOR FAN PARTICIPATION AND AT TIMES FAN INTERACTION DURING THE MATCHES. (DAVIS CUP FORMAT). MUSIC WILL BE PLAYED AND SOME DISTRACTIONS WILL OCCUR DURING YOUR MATCHES. THIS IS WHAT MAKES THE CPTL ENJOYABLE AND UNIQUE. REMEMBER OUR GOAL IS TO HAVE FUN SO PLEASE ADJUST AND BE TOLERANT TO THESE CONDITIONS.

Note: The CPTL Executive Committee reserves the right to amend any of the above rules during the 2009 season
